Worcestershire SEND Local Area Inspection 2018 In March 2018, Ofsted and the Care Quality Commission (CQC) inspected how effectively the needs of children and young people with special educational needs and disability (SEND) are identified, assessed and provided for.
It also looked at how effectively this leads to improved outcomes for children and young people, delivered in Worcestershire by the County Council and the NHS Worcestershire Clinical Commissioning Groups.
Inspectors looked at the local information that is provided across the county on services to support children and young people and their parents and carers.
They reviewed joint commissioning between health services and the County Council, and the way schools support children in mainstream education.
Inspectors also looked at assessments and planning for children and young people with special educational needs and disabilities.
The inspection raised significant concerns about the effectiveness of SEND services delivered by the County Council, clinical commissioning groups (CCGs), Public Health, NHS England, early years settings, schools and further education providers. This is known as the 'local area'. The inspection requested the submission of a written statement of action (WSoA) to explain how the local area would tackle the key 12 areas of significant weakness.

The WSoA has been prepared together with parents, carers, colleagues in health, head teachers and other key partners.
Download the SEND Written Statement of Action (Action Plan) This action plan sets out how the Council and the Clinical Commissioning Group (CCG) will work together with partners, parents/carers and young people and with school leaders, to improve outcomes for children and young people with special educational needs and/or disabilities (SEND). It provides the vehicle for driving forward the first stages of this improvement. By May next year we will have established a number of collaborative programmes that will have embedded better approaches and provided the platform for ongoing development.
The WSoA was submitted to Ofsted and the Care Quality Commission (CQC) on Monday 20 September 2018.
Ofsted and the CQC have jointly evaluated the written statement of action. The statement of action is deemed to be fit for purpose, with some minor amendments, in setting out how the local area will tackle the significant areas of weakness identified in the published report letter. The amendments will now be made by the Local Area, resubmitted to Ofsted and republished.

There's a variety of information available, including groups and activities for children and young people, support groups for parent carers, benefits and financial support and what support early years settings, schools and further education providers should be providing.
